No, anyone who accepts to be in the "Safety" contact group will be able to install Protect for free and use it related to the Safety group role.
The Safety Group however will not be able to use it if they have their own emergency or safety concerns, and need to notify anyone. They will need to contact 911 or others as needed, external to the Protect app.
